Full Keyboard Access: Dashboard steals focus from Nav Bar

When full keyboard access is enabled sometimes the dashboard view steals focus from the navigation bar and it can't be returned.

Tried a bunch of things and can't seem to fix this. Going to try to move from UIWebView to WKWebView next.
