python-swat does not yet support Python 3.12

You're on Linux (`linux_aarch64`), but `swat` (v1.15.0) only has wheels for the following platforms: `manylinux1_x86_64`, `manylinux2014_ppc64le`, `macosx_10_9_x86_64`, `macosx_11_0_arm64`, `win_amd64`
