Authority masks

Setting the authority mask on an instance means that it will only assume authority over objects with that authority mask in their serial number. It will only create objects with serial numbers that contain the mask.

This will allow a "client" to receive updates from multiple "servers", each with authority over specific disjoint sets of objects.
