Missing files and folders in when “make install” or “make tar” under linux

1. make install

missing file “restart.sh” in folder "chilli" missing folder "siad" in folder "chilli"

2. make tar missing folder “Sia” in folder "chilli"

by the way, I'm using the WSL on windows 10(debian), which you can't count on “uname -r”(used in fsm and esl) to detect the system bit, "uname -a" can work, for me.
