dependencies: bump monads-tf library to more recent version

the specified version of monads-tf (== 0.1.*) constrains the transformers library to a version below 0.6.0 making it incompatible with more recent versions of the transformers library.

This pull request bumps the version of monads-tf to a more recent version without requiring any other changes and all tests pass without any issues.
