Feature Request: Revamped Alerts

All alerts:

• Should remain on refreshing (hydration)
• Should allow emotes in the alert messages
• If height limit(s) for alerts is/are going to be imposed, a warning to the paypig if the current field is going to result in an alert message that is too large to fully display.
• Should transfer a certain amount for each tier to the streamer's coin purse.
• give streamers the option to have a separate OBS overlay / TTS for alert messages only.
• (optional) a close or minimize button to remove or collapse alerts from view, respectively.

Grey Alerts:

• allow detail cards for one link (first link) in the message (youtube, twitter, etc.)
• gets around any chat restrictions (including ignore, rate limits, etc.) that may be in effect

Blue Alerts:

• allow detail cards for one link (first link) in the message (youtube, twitter, etc.)
• gets around any chat restrictions (including ignore, rate limits, etc.) that may be in effect
• "heavy" alerts (where the timestamp is set to current time +1 minute)

Red Alerts:

• allow detail cards for one link (first link) in the message (youtube, twitter, etc.)
• gets around any chat restrictions (including ignore, rate limits, etc.) that may be in effect
• "heavy" alerts (where the timestamp is set to current time +3 minutes)
