Titlebar menus don't show when 'close to menubar' is enabled and dock icon is used.
Steps To Reproduce

Enable these UI options in the client:
-
Close the Bitwarden window
-
Select another app to focus
-
Click on the Bitwarden dock icon
Expected Result
The Bitwarden Menu Bar items should be restored when the window is shown and in focus.
Actual Result
Menu bar items for the other app remain. There is no way to perform operations like sync vault.
Workaround is to close and reopen using menu bar icon.

@Neonwarden, After updating to v2024.6.3 (25879) today the issue is still present. Should I see an update to this ticket when the fix is merged?
