The User Access menu that is used to manage the organizational members (users) that can access a certain collection does not scroll.

Steps To Reproduce

1. Log into your Bitwarden account via the Web Vault.
2. Open the organization.
3. Navigate to Manage > Collections.
4. Hover over a collection, click on the cogwheel, and click on Users.

Expected Result

The new window should allow you to scroll to see all the members in the organization.

Actual Result

The new menu does not scroll and shows only part of the organizational members.

This should be fixed with https://github.com/bitwarden/clients/pull/3529 which was released as part of our 2022.9.1 Web release.
