Migrate to MSVS 2019 (UT-1646 2/8)

Set WindowsTargetPlatformVersion to 10.0 (latest version), PlatformToolset to v142, specify StructMemberAlignment as Default (some projects had 4-byte alignment).

Don't merge this PR; see UT-1677 for why. The libutp submodule in the ut_win develop branch will point to this VS2019 branch which is the subject of this PR.
