Inheritance Key: Setting Up Modal

Currently, upon clicking the inheritance key shell(IKS not setup yet) we initialise the IKS setup, which is not the correct flow. We first need to show the following modal and only upon selecting "Configure a New Key" should initialise IKS Setup.

Note: On clicking "Recover Existing Key", the IKS-request flow should work as is.
