Custom Fee w/ Selected UTXOs

Task Description Users should be able to use custom fees in a selected UTXO flow.

Issue: Selected UTXOs aren't properly wired up w/ the custom fee flow.

Dependency:

As per the latest UX, you go to “View coins” from the transaction screen. And there you can select to Send or Whirlpool. This has not been implemented.

I believe this is fixed already. I can choose custom fee when selecting UTXOs.
