UX change while scanning PSBT

Many a time when scanning a PSBT, Keeper shows 99% scanned in a millisecond and then gives a pause of some seconds varying from 2 to about 10 seconds, before completing the task. We should depict this as a bar with 25,50,75,100 percent, and the processes occur at or close to the 75% mark. And once done, swiftly moves to 100% Rather than the decades old problem of something getting stuck at 99%
