Enhancement: Add ability to reorder "Extra Effects"

Description: It would be great to be able to reorder the AU effects - for example, if I add a reverb and a distortion, it makes a big difference which one is first, and in the current implementation, I would have to delete one and re-add it, including reconfiguring the settings, in order to reorder it. This becomes especially cumbersome for longer effect chains.

User flow & interface: It would be great to be able to just drag the effects to reorder them, like in Ableton Live.
