Apply the `PreRendering` implementation in the `Playground` project just like the TodoTemplate project

Currently, the Playground project does not have the required implementations to provide the PreRendering feature which is available in the TodoTemplate project. It is needed to have this feature in the Playground project because of the in-progress task of using the new Component Details API which won't work by current implementations with PreRendering enabled.
