[BUG]4.1.0 Unable to drag and drop Collections

Describe the bug

It is not possible to drag and drop a collection to sort them into, say, alphabetic order. The drag seems to be working but the collection list doesn't 'open' to enable the drop.

Steps To Reproduce

Create two or more collections. Try to sort them using drag and drop.

Expected Behavior

Just as you can move an individual trigger or variable using drag and drop, you should be able to move a collection.
