Install for Win10

Is there any reason why this wouldn't run under Win10? If so, any suggestions on how to build and install it?

Looking at setup.sh

### Install prerequisite programs ###
### Install protobuf ###
### Build cld3 java wrapper ###
### Install cld3-java.jar in maven repository ###
### Build PDFExtract ###
