Check Manifest v3 update whether we need to update the extension manifest.

Tiny update on this: Chrome also suggests to migrate to V3 to speed up the checking of new submissions.

They have this guide for the update.

Turns out this is blocked by Firefox for now: https://extensionworkshop.com/documentation/develop/manifest-v3-migration-guide/

Firefox is not ready for manifest v3 yet.

Update: seems like Firefox is also ready now. Scheduling this for the next maintenance round.
