Add Options Parameter

I have added the options parameter and integrated karel 3-D's work as stated here. I did not attempt segwit or low R consideration in this PR since that would result in a larger PR, and I think best practices are to have smaller PRs. I am not sure though. I look forward to feedback and I hope all is well.
