Migrate our Android and JVM publications from legacy OSSRH to Central Portal

They currently don't have an official Gradle plugin to do this. You can upload manually by uploading a zip file, and there are unofficial Gradle plugins, and the docs are saying that they know a Gradle plugin is important and they are working on one right now.
