How far back should we support Linux distros for bdk-jvm?

I'm opening this so others can find the discussion around what versions of GLIBC we want to support for bdk-jvm, and overall what distros we want to make sure will run the library without problem. See #347 for how the 0.27.1 build was not working on Ubuntu 20.04 (not a particularly old distro) because we were building the library using the ubuntu-22.04 image on the CI.
