[FEATURE] Setup mergify to automatically merge dependabot minor updates

Is your feature request related to a problem? Please describe. Create a GitHub mergify config to automatically grab and merge dependabot updates if all the pipelines are green.

Describe the solution you'd like Mergify yaml config inside the github repo folder.

Additional context We could even configure mergify that we can assign someone for normal PR(not the dependabot ones). It would be a cool feature to have.
