Consider default values for Pepecoin to fix async tests

  • When running the integration test over PEPE regtest, there are errors like "amount value too small". Probably the defaults values for pepecoin differs from those used on Bitcoin and Litecoin.
  • Revisit the constants for PEPE on minimal non dust amount and dust relay fee, and related global parameters.
