I need to keep sending limit command in order to work properly

like, every few minutes the bandwidth speed is coming back to normal(or half an normal) and i have to send limit command again so it works properly again(every 10-15minutes aprox).

Any ideas how to fix it? Or keep sending it automatically(so i dont need to do this manually)?

it shouldn't be doing that, maybe arp poisoning is stopping for some reason, cause the routing rules are more likely fixed unless you flush or change them. check wireshark and make sure if arp poisoning is still active by time you lose control of the bandwidth.
