Action_Forward_Request_If_Keyword_Matches失效

Action_Drop_Request_If_Keyword_Matches和Action_Forward_Request_If_Keyword_Matches 都是配置同样的key 拦截时Action_Drop能根据关键词自动drop 而Action_Forward不能自动forward
