Setting custom Template Path breaks Create New Project

If I set a custom template path in my package user settings then try to Create New Project, the template quick panel list never comes up. I.e., nothing happens but the menu item flickering a moment.

Actually I think there may be an installation issue with my version of ST3 (3.1.1). My ST3 can't find the default Package settings anymore. It only worked on the first install. Since removal and reinstallation, nothing works and the path to the default settings appears broken (an empty unsaved file comes up when I try to open it from the File menu).
