Notification root event

Add Notification root event.

I want to be able to launch an action when a notification with certain conditions happens. This is a simple way of having some basic interaction with other apps. The filters should be similar to receiving an SMS, filter by text, location, time, and later on also by originating app. That way when some app notifies certain things, LibreTask can act on it.
