Enhancement: Disable Data traffic on low battery

On a defined threshold, capture battery percent usage and when matching, 
disable 3G connection and, optionally, Wifi too, in order to dedicate remaining 
battery for telephone.

Idea based on SaveBattery app made by DeDanny (removed from Market but you can 
see a snapshot on 
http://imageshack.us/photo/my-images/545/screenshot2012111114432.png).
