add optional name and biothing_type to manifest data plugin

name and biothing_type can be two optional top-level keys in the manifest file.

name can be used to set the data plugin name (default is the plugin repo name) biothing_type can be used to provide the default value to some hub functions (e.g. in quick_index as the default doc_type value.
