Travis-CI test issues

Seeing some Travis test issues centered around SplicedSeq and SeqFeature::Generic, likely due to access of remote database data.

See #375 and pull request regarding changes to CI, specifically switching to Github Actions.

Is ravis even still running tests for bioperl? I've tried to access the results from the badge and said I was required to creae an account. I swapped the badge on the README file with one for the github actions.

But if we are no longer using travis, maybe we can close this issue?

It's unlikely tests are actively being run, as they are typically performed upon a commit and Travis-CI has long gone commercial and requires a paid account. I'll close this but we should look into alternative CI, including Github workflows.
