Too many predicates grouped by inc/dec amount or activity of mixins

At present, too many predicates are included under the 'increases amount or activity of mixin. e.g. most of the affects /increases / decreases predicates created for CTD data do not belong here, including things like 'increases folding of', 'increases molecular modification of', and 'increases mutation rate of. We should quickly revisit what gets grouped under this mixin and clean some things out. Same for the 'decreases amount or activity of' mixin.

I think the original ask for this mixin was "give me all the things that increase" and "give me all the things that decrease" -- the naming of the mixin might also be the issue vs. the intent.
