Review and curate Biolink Model prefix/URI namespaces for internet resolvability

Need to review status of prefix/URI namespaces in the BIolink Model for internet resolvability.

A related issue is to use the "correct" URI mapping (e.g. see issue #648)

This seems to be related to the problems I brought up:

• as a user of the biolink model for the metaKG, I'm mapping data/knowledge to biolink predicates and non-biolink relations. However, I can't easily look up the non-biolink relations when their curie prefix doesn't resolve a link that clearly tells me the relation's meaning, how it's meant to be used, etc.
