With local authentication, authorisation to Institutions does not work

When using local authentication, authorization to Institutions does not work and has to be handled manually on the database.

Expected Behavior

Such as it happens using auth through an LDAP server, when using an AD server, the user when logging in for the first time should have access to its institutions.

Current Behavior

Currently, when a user logs in for the first time using an AC server, it does not have access to its institutions and to have access, the required links have to be manually inserted in the database.
