add perl-db_file to the EVidenceModeler package

Hello,

I have a PR in progress to create the wrapper for EVM (https://github.com/galaxyproject/tools-iuc/pull/6163). I have an error indicating that DB_file is missing. I've added it to the conda package. Thank you, have a nice day.
