WIP: Pygit2 backend update

This is a draft PR to track the progress of the Pygit2 backend migration. Until it's done the project won't build so this is mainly for code review for the time being.

Next up is the _get_or_init_binsync_repo function. Flow should be a bit faster now that I've read the docs.
