Bump peer ID to 220

Same change as this PR in the VPN repo: https://github.com/binhex/arch-delugevpn/pull/426

Currently broken for some private trackers due to the mismatch.

This is causing me the same issue as well. Hopefully it gets merged soon. Until then I used the ltConfig plugin to change the peer_fingerprint to -DE220s- using ltConfig to modify the ID has fixed the issue in the meantime.
