5.14.0 Time::HiRes test fails on virtual machines under Perlbrew

When using Perlbrew to build 5.14.0 on a virtual machine (Parallels running Debian in this instance) the HiRes test can fail

Perlbrew installed 5.12.3 on the same VM without any problem

confirmed: Parallels running Scientific Linux, Time-HiRes-1.9715 (manually compiled, not perlbrew).
