make there be parity between .sh and .bat scripts

For example the SDK provided run.bat doesn't actually bring in spring loaded. We have not even made run.bat enterprise aware. And then there's explode-alf-sources and the related find/grep scripts. It would be great if we could create something similar or the same for windows.
