Describe the Feature

This feature has to be evaluated (whether or not it worth it) Store the CLI version used to create/use a Leverage project. It can be stored in the build.env file, e.g.:

LEVERAGE_CLI_VER = 1.8.0

Expected Behavior

Be able to tell what CLI version was used in a given Leverage project.

Use Case

The use cases have to be evaluated. E.g. apply/remove/etc a project with the CLI version used previously for sake of compatibility.
