ndkbitmap-arm64，没有so包，用开源的代码编译不了arm64位代码，google要求在8月之前适配完成64位

修改一下cpp 中的uint32为64，就可以编译成功了

@limuyang2 @w4901 你们没有发现NativeBitmapFactory里面只对sdk<23的才使用so库吗？你们有没有修改这个条件以使sdk>=23的及其也是用so库？
