Under-Voltage Detected

I connected my pi via USART2 as in the instructions, but the pi is only supplied with 4.9 V, so I always get the Under-Voltage Detected message, can it be remedied somehow, or is my board broken

Check the voltage with unconnected pi, if the voltage is fine then your cables are too thin.

Change your wires ! too small diameter.
