Rewrite for sbt 0.13.x

Now it uses features of scala 2.10 and sbt 0.13 that are available nowadays. And can generate a sources for delphi. Before the merge, maybe you need to check version number (I had set it to 0.7), update readme, and probably to do something else (not sure, is it possible to remove eclipse plugin ref?). I'm ready to help upping the version.
