Fixed Horizontal Scroll Performance

When the element is in a fixed position, with text that has scrolled under it, you will see the text underneath poke out for a split second while the element is moved to match the horizontal scroll bar. I don't know if there is anything that can be done about this, and this could be why no one else seems to be doing this.

When the element is on its own, with nothing right against it (like a shopping cart div), it performs fine.
