Straighten out KY historical data

Scraper seems to be showing we were getting 1,000 rows of KY data before and now we're getting 800 after the implementation of #728 , which seems like a problem. There's likely a substantial gap between what the new system shows and what the historical data I put into Google's web services has.

Data pulled from warn-github-flow before the implementation is attached.
