FL failure

Florida has another new way to fail. Github shut the job off after 6 hours, but there was potentially going to be a race condition. That's fixed in warn-github-flow by limiting jobs to 30 minutes but it's probably worth re-evaluating this scraper, as ... I didn't think requests could fail like this. A screenful or two:
