Surface VariantContextRDD loaders in Python and R

After #1921 merges, VariantContextRDD will be usable from Python and R. We should surface:

  • loadVcf
  • loadIndexedVcf
  • loadVcfWithProjection
  • loadParquetVariantContexts

in both Python and R.
