Add queue for joining a BBB meeting

Need to add a queuing service for meeting join. Let's say hundreds of users are waiting on a meeting to start. If they all join at a same time, users will experience bugs.

BBB will break at: 200 bots at 20 bots per second

Problems: Users can't establish an audio connection Long waiting to establish connection
