Implement 'edit roles' permission

• This permission determines whether or not a role can edit role's permissions/settings

• Front End

• Back End

  • Allowing there to be a edit_roles permission set true or false for each role
  • Checking what it is set to when getting asked from the front end
  • Being able to change this permission for specific role
