SHARED_SECRET not handed to recordings container

The docker-compose.tmpl.yml file does not hand the SHARED_SECRET ENV to the recordings container. Without the secret, the recording_ready callback cannot be signed, triggering a 500 in greenlight and preventing viewing recordings.
