Sorry, the Windows version was created by Anime4000. I cannot verify this. Please open a new issue here. I think the problem is related to the Windows drivers for the CH341A chip.
I have the same issue, the link you provide does not allow you to open an issue for the Windows version. I am new to git hub so maybe I'm doing something wrong.
Edit: I know see issues are disabled. Bummer.
@akechejian , Sorry, the Windows version was created by Anime4000. I cannot verify this. Please open a new issue here. I only support versions for Linux.
Thanks, it might be easier to learn how to do this on Linux since there is no way to bring up the issues on Anime4000's windows version.
Ok. In Linux: press the <Ctrl + P> keys and read the status registers. Set to zero all bytes in status register 0 and repeat the write to the chip. If the problem persists, you need to replace the CH341 driver for Windows...
The Linux system already has build in correct drivers for the CH341 devices.

drivers maybe also from official WHQL windowsupdate
[1] modern versions of CH341A no need for jumpers tuning, there is yellow (programmer) button on side for that. [2] CH341A has also 1.8 adapter in some versions because there are chips needing that, but also [3] some versions of CH341A has historically 5V output due hw vendor errors... with jumpers needed if there is such shortages not solved by [1] or program output... [4] windows device should also show power delivery in watt to the device, Linux has 100mA currently, Windows could behave more different sometimes in CH34x devices when something is different by specs...
