EMPTY_FILE issue 99 returns an incomplete list of the affected files

This is an issue for some users of OpenNeuro because they don't have a complete list of empty files to fix, given the validator reporting only one affected file at a time in some cases. Each fixed file seems to uncover more when really the dataset just has one set of empty files that could be fixed in one pass if the user knew the complete list.
